    Trumbull County’s Coroner’s Office depended on a Microsoft Access database and shared file servers to manage death investigations. Case files, autopsy photos, lab reports, and legal forms lived in disparate folders—forcing staff to chase down documents, retype data, and juggle manual workflows. MorelandConnect was engaged to replace this fragile setup with a secure, cloud-powered system that streamlines investigation intake, case tracking, reporting, and audit readiness.

  • Legacy Access database and siloed file shares led to data duplication, version conflicts, and lengthy retrieval times.
  • Sensitive case data (photos, lab reports, narratives) required strict security, privacy, and audit controls in line with county regulations.

    We designed and delivered CaseBase, a multi-tenant, Azure-hosted Investigation Collection Portal configured to Trumbull County’s workflows. After migrating 5,000+ historical cases, we implemented role-based access, encrypted storage, and automated PDF-form generation—giving investigators one centralized hub for every case milestone. We have since expanded the flexibility and functionality of the application into a software as a service product so other counties are able to use it as well.
